Establishes a task force on K-3 accountability and assessments in the department of education, consisting of the superintendent of public instruction and 12 appointed members representing large, medium, and small school districts plus charter schools.

Task force shall examine best practices in accountability and assessment measures, conduct trial examinations of kindergarten and grades 1-3 students, and solicit public and private funding for its activities.

Task force must submit annual reports by December 1 to the governor, speaker of the house, and president of the senate regarding findings on academic gains measurement for K-3 students.

Allows school districts and charter schools to voluntarily participate in academic gains measurements developed by the task force, with potential to improve school classifications under section 15-241 if criteria are met.

Sunsets on June 30, 2016, unless extended by the legislature.
