Suspends the carryforward balance limitations in A.R.S. § 15-943.01(A) for fiscal years 2010-2011, 2011-2012, and 2012-2013.

Allows school district governing boards to budget any budget balance from the maintenance and operation section without limitation for use in the following fiscal year's maintenance and operation budget.

Exempts carryforward amounts budgeted under this section from the revenue control limit and treats them as an increase to the general budget limit.

Applies retroactively from and after June 30, 2010.
