Amends Arizona Revised Statutes section 28-775 to clarify requirements for drivers approaching stationary emergency vehicles displaying alternately flashing red or red and blue lights or warning lights.

On highways with at least four lanes (two lanes in each direction), drivers must yield the right-of-way by changing lanes away from the stationary emergency vehicle if safely possible.

If lane changing is impossible or unsafe, drivers must proceed with caution and reduce speed to a safe speed for road conditions.

Authorizes defensive driving schools and the Department of Motor Vehicles to include educational information about these requirements in driver education materials and examinations.

Maintains that emergency vehicle operators must still drive with due regard for the safety of all highway users.
