Amends Arizona Revised Statutes to establish a new local initiative process (Article 3.1) for realigning county boundaries as an alternative to existing county and statewide initiative procedures.

Allows territory to be moved from one existing county to an adjacent existing county through petition signed by qualified electors equal to at least 15 percent of votes cast for governor in the affected territory.

Requires each resulting county after realignment to meet minimum standards including three-fourths of one percent of state assessed valuation, three-fourths of one percent of state population, at least 100 square miles of privately owned land, and common boundaries with at least two or three other counties.

Establishes special election procedures limited to voters in the territory proposed to be moved, with ballot issue requiring majority approval, followed by board of supervisors consideration or countywide election in the receiving county to approve accepting the territory.

Mandates attorney general review for federal law compliance and establishes a distribution board to determine division of property, assets, and liabilities between the two affected counties.
