Amends Arizona Revised Statutes Section 49-429 regarding air pollution control permits and their transferability.

Adds "a" as a technical correction before "mobile or portable source" in subsection B to improve grammatical accuracy.

Permits may be transferred between persons if the current permit holder notifies the director in writing before the transfer, with required information including transferee's name, address, telephone number, and effective date.

Director may deny a permit transfer if the transferee cannot operate the source in compliance with article requirements, rules, and permit conditions, with denial notice required within ten working days of receipt.

Denial of a permit transfer may be appealed as an appealable agency action under title 41, chapter 6, article 10.
