Amends Arizona Revised Statutes Section 8-529 to clarify and modify the rights of children in foster care.

Changes language in subsection A(4) from "the child should" to "to" regarding placement with foster families that can accommodate communication needs.

Revises subsection A(21) to state children have the right "To be informed in writing" rather than "The child has the right" regarding the Arizona protection and advocacy system for disability assistance.

Adds language to subsection C clarifying that the statute does not establish any "legally enforceable right or cause of action" on behalf of any person.
