Amends Arizona Revised Statutes section 16-558 to change "board" to "governing body" when referring to special districts conducting mail ballot elections.

Requires special districts to obtain approval from the county board of supervisors before conducting a mail ballot election and before publishing the call of election.

Mail ballot elections for special districts must be conducted in accordance with article 8 of chapter 16 of Arizona Revised Statutes.

Applies to special districts as described in title 48 that are located in or predominantly located in a county.
