Expands the triggering conditions for administrative license suspension to include presence of any drug defined in section 13-3401 or its metabolite in a person's body, not just alcohol concentration levels.

Modifies sections 28-1321 and 28-1385 to add drug detection as a basis for license suspension following DUI arrest, matching existing alcohol concentration thresholds (0.08 or higher, or 0.04 or higher for commercial vehicles).

Applies the drug-based suspension provision to both refusal cases (section 28-1321) and positive test cases (section 28-1385) in administrative license suspension proceedings.

Updates hearing scope provisions to allow consideration of whether any drug or its metabolite was present in the person's body when determining whether to suspend driving privileges.
