Expands state preemption over local firearm regulations by prohibiting political subdivisions from enacting rules or ordinances relating to transportation, possession, carrying, sale, transfer, purchase, acquisition, gift, devise, storage, licensing, registration, discharge, or use of firearms and ammunition.

Prohibits political subdivisions from enacting firearm-related rules or ordinances that are more restrictive or have greater penalties than state law, with any such rules or ordinances declared null and void.

Eliminates a previous provision allowing political subdivisions to limit firearm possession in parks or preserves to only concealed weapons permit holders, making firearm possession in parks subject only to general discharge prohibitions.

Permits political subdivisions to enforce privilege taxes on firearm and ammunition sales at the same rate as other tangible personal property and to regulate firearm-related businesses like shooting ranges through general zoning and land use regulations.

Clarifies that "political subdivision" includes entities acting under police power, proprietary capacity, or any other capacity.
