Transfers the Capitol Police division from the Department of Administration to the Department of Public Safety, effective upon passage of the bill.

Transfers all Capitol Police personnel, equipment, records, vehicles, appropriated and nonappropriated funds from the Department of Administration to the Department of Public Safety without upgrades unless legislatively approved.

Transfers assets and retirement accounts from the Department of Administration's public safety personnel retirement system local board to the Department of Public Safety's account.

Establishes the capitol police administrative towing fund under the Department of Public Safety, funded by 50% of administrative charges collected by the Department of Public Safety for vehicle immobilization and impoundment on state property.

Requires the Law Enforcement Merit System Council to study transferred Capitol Police personnel positions and pay classifications by December 31, 2010, and report findings to the joint legislative budget committee.
