Allows any school district, charter school, or home school to offer an optional one-semester, one-credit Arizona gun safety program course in firearm marksmanship as an elective.

Course must include instruction on firearm safety rules, basic firearm operation, history of firearms and marksmanship, constitutional right to bear arms, use of clay targets, and shooting range practice.

Students must demonstrate competence by safely discharging a firearm at targets and receive a certificate of accomplishment upon completion.

Qualifies instructors as those certified by the Arizona Game and Fish Department, National Rifle Association, law enforcement agencies, military branches, ROTC programs, or the Civilian Marksmanship Program.

Requires school districts, charter schools, private schools, or home schools to arrange adequate shooting range time for course participants.
