Adds two at-large governing board members to community college districts in counties with populations of at least three million persons, in addition to the five precinct-based members.

Requires community college districts to publish a notice on their website for at least 30 consecutive days inviting county residents to apply for the at-large board positions.

Directs the county school superintendent to select and forward the names of at least three applicants for each at-large position to the board of supervisors, which then selects one person from each list to fill the positions.

Designates initial terms for at-large members as four years and two years respectively, with subsequent at-large member terms being six years.

Reduces the signature requirement for community college district candidates from one-half of one percent to one-quarter of one percent of voter registration in the precinct, with a maximum of 400 signatures required.
