Increases maximum finder fee paid to apartment tenants from one hundred dollars to two hundred dollars as a monthly rent credit.

Reduces the limit on multiple finder fees a tenant may receive in any twelve month period from six times to five times.

Prohibits tenants receiving finder fees from showing units, discussing lease terms, or participating in lease negotiations with prospective lessees.

Clarifies that tenants may only refer prospective lessees to the owner or owner's agent and cannot advertise or promote their referral services.

Authorizes the department to suspend or revoke licenses or impose civil penalties on licensees who violate finder fee provisions.
