Amends section 8-245 to establish reimbursement caps for counties with populations exceeding one million persons providing medical or surgical care to children under juvenile court jurisdiction, limiting reimbursement to AHCCCS methodology for hospital services and capped fee-for-service schedules for health services.

Adds section 31-165 establishing reimbursement rate structures for counties with populations exceeding one million persons providing health care services to jail inmates, capping reimbursement at AHCCCS methodology for hospital services and capped fee-for-service schedules.

Amends section 36-717 to establish reimbursement caps for counties with populations exceeding one million persons providing tuberculosis treatment and care, limiting reimbursement to AHCCCS methodology and capped fee-for-service schedules.

Amends Laws 2010, seventh special session, chapter 10, section 22 to limit the sexually violent persons commitment reimbursement requirement to counties with populations of two million persons or less for fiscal year 2010-2011.
