Creates new section 15-447.01 establishing procedures for union high school districts to offer instruction in grades 7 and 8, including a preliminary vote, notification letter to common/unified school districts, public hearing at least 90 days after notification, and final vote by January 15.

Allows union high school districts offering grades 7-8 to conduct elections to exceed revenue control limits and use weighted student count of grades 7-8 pupils in calculations for revenue control limit increases and equalization assistance for career ladder and performance incentive programs.

Prohibits union high school districts from increasing revenue control limit and district support level for current year due to growth in grades 7-8 pupil population under section 15-948.

Amends section 15-901 to redefine "high school district" to include union high school districts offering instruction in grades 7-12 pursuant to the new procedures.

Amends section 15-2002 to exempt union high school districts providing grades 7-8 instruction from obtaining school facilities board approval for facility reconfigurations and denies them additional facilities funding for grades 7-8 education.
