Amends section 15-1824 of the Arizona Revised Statutes regarding transfer articulation between community colleges and universities.

Requires community college districts and Arizona Board of Regents universities to develop and implement a shared course numbering system to identify courses that transfer from community colleges to Arizona public universities toward a baccalaureate degree.

Mandates an annual report to the Joint Legislative Budget Committee on or before December 15 detailing progress on articulation and meeting statewide postsecondary education needs.

Requires the December 15, 2010 annual report to include an analysis of shared numbering system options, including a common course numbering system, along with implementation plans, projected costs, and funding sources.

Directs community college districts and Arizona Board of Regents to submit the analysis report to the chairpersons of the Senate Education Accountability and Reform Committee and House Education Committee.
