• Amends Arizona Revised Statutes Section 15-991 to require the county school superintendent to file annual school finance estimates with school district governing boards, the board of supervisors, and the property tax oversight commission.

• Modifies the estimate to include the projected ending cash balance adjusted for encumbrances and payables, as certified by the school district governing board president or a delegated superintendent, head teacher, or business manager.

• Requires the county school superintendent to subtract total estimated revenues including the adjusted projected cash balance from budgeted expenditures when calculating additional amounts needed from primary and secondary property taxes.

• Extends the May 15 budget adjustment deadline to July 15, 2010 for school districts, charter schools, and joint technical education districts for fiscal year 2009-2010.

• Designates the act as an emergency measure operative immediately upon enactment.
