Amends section 49-457 of Arizona Revised Statutes to modify enforcement timelines for agricultural activities not complying with general air quality permits.

Reduces the compliance period from six months to sixty days for persons engaged in regulated agricultural activities to submit a best management practices plan to natural resource conservation district supervisors or the Department of Environmental Quality.

Establishes state preemption over local regulation of PM-10 particulate emissions from regulated agricultural activities, preventing counties, cities, towns or other political subdivisions from imposing additional regulations.

Maintains the Agricultural Best Management Practices Committee's authority to develop and modify best management practices for reducing PM-10 emissions from commercial farming, dairies, cattle feedlots, poultry facilities, and swine facilities.

Preserves the director's ability to revoke an agricultural general permit and require an individual permit under section 49-426 if a person fails to comply with a submitted plan.
