Public service corporations may not charge customers for the first 1,000 feet of line or service lateral extension if the cost is $10,000 or less; costs exceeding $10,000 may be charged to the customer after a cost analysis.

Public service corporations must offer credits toward utility infrastructure costs of at least $5,000 per lot for residential subdivisions not in master plan communities and $4,000 per lot for those in master plan communities.

Master plan community developments receive at least $1,000 per lot in infrastructure credits, with credits not to exceed actual costs and requiring minimum 5-year extension agreements.

Public service corporations must only charge customers for actual costs of line, service lateral, or utility infrastructure installation and must furnish, install, and maintain risers, raceways, and termination cabinets for underground service.

The requirements do not apply to public service corporations that do not charge fees for service lateral extensions to applicants.
