Amends section 25-351 to require superior courts in each county to adopt and implement educational programs about the impacts of divorce on adults and children.

Specifies that beginning January 1, 2012, educational programs must include instruction on emotional, psychological, financial and physical effects of divorce; alternatives to divorce; marriage strengthening resources; the legal divorce process and mediation options; and post-divorce resources.

Amends section 25-381.18 to allow either spouse to petition the court to extend the initial 60-day waiting period for filing dissolution, legal separation, or annulment actions for up to an additional 120 days if based on reconciliation plans or counseling schedules.

Grants the court discretion to extend the waiting period unless the other party establishes good cause for proceeding without delay.
