Amends Arizona Revised Statutes Section 11-144 regarding the resolution of disputes related to county formation.

Adds "districts" to clarify that the commission resolves disagreements involving community college districts (in addition to school districts and special taxing districts) when new counties are formed.

Maintains existing procedures for the commission to hear disputes, render opinions, and issue orders regarding the termination and transfer of county affairs following county formation elections.

Preserves the commission's authority to issue orders that have the same legal effect as attorney general opinions on county officers and state officials during the formation process.

Keeps the deadline for the commission to complete its work at December 31 of the second year following organization of new county or counties, after which the commission is terminated.
