Authorizes the Arizona tourism and sports authority to enter into special use agreements for hosting intercollegiate football national championship games or playoff games at the multipurpose facility.

Limits contracts to nonprofit community-based organizations with extensive experience operating or managing intercollegiate football bowl games in Arizona.

Exempts the game operator from paying facility user fees, ticket sale fees, and game day expenses exceeding $275,000 (including provision of at least 73,000 seats).

Grants the game operator exclusive rights to marketing, pricing, broadcasting, concession sales, and temporary advertising revenues for the event.

Provides the championship game scheduling with exclusive priority over other facility events for up to 72 hours before kickoff, except professional football playoff games which require mutual scheduling adjustments.
