Amends Arizona law governing resale disclosures for condominiums and planned communities to require refund of all fees paid by unit owners or members if the proposed transaction is not completed.

Applies to both condominiums (under §33-1260) and planned communities (under §33-1806) where associations charge reasonable fees for preparing resale disclosure statements.

Maintains existing requirements for associations to provide purchasers with bylaws, rules, declarations, operating budgets, financial reports, and reserve studies within ten days of receiving notice of pending sale.

Clarifies that associations may establish and charge reasonable fees to compensate for disclosure statement preparation costs, with fees now subject to refund if transaction fails to close.
