Amends Arizona Revised Statutes Section 45-173 to allow natural waterway channels to be used for locating underground storage facilities under chapter 3.1, provided no diminishment of previously appropriated water occurs.

Maintains existing procedures for the water superintendent to arbitrate disputes over water division in natural channels when interested parties cannot agree.

Prohibits underground storage facility permits from authorizing interference with lawful land uses that existed prior to the permit's issuance.
