Establishes a process for merging sanitary districts through petitions signed by 25% of qualified electors or resolutions adopted by two-thirds vote of each district's board of directors.

Requires the county board of supervisors to hold a public hearing on the proposed merger if it determines the merger serves public convenience, welfare, or necessity, and then call an election for voter approval.

Mandates that merger elections require a majority vote in each affected district, with results canvassed within 14 days and recorded in county records to become effective.

Requires the merged district to form a new governing board with at least 5 members appointed from existing board members, with no more than a simple majority from the same original district and majority from the district with greater customer numbers.

Specifies that the merged district assumes all debt of the affected districts and that subsequent board vacancies shall be filled by election rather than appointment.
