Requires all contractors and subcontractors to provide health insurance coverage at no cost to full-time and part-time employees and their dependents, with monthly policy updates.

Obligates contractors without registered apprenticeship programs to contribute one percent of gross payroll to an apprentice fund administered by the state, with unused funds distributed to counties for apprenticeship promotion.

Allows first-time contractors and subcontractors without established programs to submit a letter of intent to comply as a reasonable exemption, and permits written requests for modifications with justification.
