Requires pharmaceutical manufacturers and labelers operating in Arizona to submit annual reports to the Arizona Health Care Cost Containment System Administration detailing all prescription drug marketing costs and activities beginning February 1, 2011.

Mandates reporting of marketing expenses including advertising, educational programs, gifts valued over $25, travel, product samples, and salaries of marketing employees, broken down by value, nature, purpose, and recipient.

Exempts from reporting requirements expenses under $25, bona fide clinical trial compensation, and scholarships for conferences selected by professional associations.

Requires the Administration to submit an annual aggregate report on prescription drug marketing expenses to state officials beginning October 1, 2011, and a biennial analysis report with recommendations beginning October 1, 2012.

Establishes a civil penalty of $1,000 per violation for manufacturers or labelers that fail to submit required reports, with enforcement by the Attorney General.
