Amends section 45-802.01 of Arizona Revised Statutes to modify the definition of "water that cannot reasonably be used directly" for water storage purposes.

Adds provisions allowing non-municipal water storers to exclude groundwater withdrawn for mineral extraction and metallurgical processing when calculating the amount of groundwater withdrawn from an active management area, if delivered to an irrigation district that demonstrates a corresponding reduction in its own groundwater withdrawals.

Clarifies exclusions for groundwater withdrawn and treated as part of CERCLA or environmental remedial actions when calculating groundwater withdrawal amounts for storage credit purposes.

Takes effect retroactively from December 31, 2009 and expires December 31, 2024.
