• Requires each school district governing board to adopt employment policies for noncertificated (non-teacher) school employees covering probationary employment, disciplinary procedures, and appeal processes.

• Mandates policies include minimum probationary period after initial hiring during which employees may be discharged without cause, and after which employees may only be discharged for cause.

• Establishes required policy components including position classification plans, performance evaluation procedures, promotion and transfer procedures, and reduction-in-force procedures.

• Requires policies to address attendance, leave, ethical conduct standards, employee grievance resolution, and a handbook distributed to all employees containing all relevant employment policies and rules.

• Specifies that only employees covered under the Fair Labor Standards Act of 1938 are eligible for overtime pay, and requires governing boards to develop these policies in consultation with noncertificated employees.
