• Establishes a dissolution process requiring a dissolution statement submitted to the board of supervisors, a public hearing, and circulation of petitions signed by more than one-half of property owners and persons owning more than one-half of assessed valuation in the district.

• Creates specific petition form requirements for district dissolution including headings, warnings about false statements, notary verification, and designation of paid versus volunteer circulators.

• Requires the county assessor to verify dissolution petitions and report results to the board of supervisors within ten days, with the board able to order dissolution thirty days after voting if petitions are valid.

• Specifies that upon dissolution, remaining district funds transfer to the county general fund (or to a city/town if the district is fully within municipal limits) and outstanding bond obligations continue to be funded through property tax levies.
