Amends Arizona Revised Statutes section 32-1132 to clarify that the Residential Contractors' Recovery Fund is administered by the registrar.

Maintains the maximum individual award limit of $30,000 for damages sustained by persons injured by violations of residential contractor licensing laws.

Specifies that actual damages cannot be established using bids or work from unlicensed persons who are required to be licensed under the chapter.

Requires applicants for contractor licenses to pay an assessment of not more than $600 during each biennial license period to fund the recovery fund.
