Prohibits applying coverings, substances, electronic devices, or electrochromic film to license plates that would obscure numbers, characters, year validating tabs, or the name of the issuing jurisdiction from any angle, unless authorized by the department.

Requires license plates to be maintained so the state name at the top is not obscured.

Establishes that peace officers cannot stop or cite drivers solely for obscuring the state name unless there is reasonable cause to believe another motor vehicle law violation has occurred.

Sets civil penalties of $30 for violations, or $100 if the violation occurs within 12 months of a prior violation of the same provision.
