Amends Arizona Revised Statutes section 9-499.14 to establish procedures for cities and towns to designate renewable energy incentive districts in vacant, underused, or suitable parcels of property.

Requires governing bodies to evaluate district compatibility with surrounding uses, considering factors including buffering from incompatible uses, noise levels, proximity to transportation and electrical transmission corridors, and airspace requirements.

Mandates notice to private property owners within the district and property owners within one mile of the perimeter, published in newspapers for two consecutive weeks, and at least one public hearing before establishing a district.

Allows governing bodies to adopt renewable energy incentive plans that may include expedited zoning procedures, accelerated permit processing, waivers or abatement of various fees, and waiver of certain development standards.

Defines renewable energy equipment by reference to section 42-14155 of Arizona Revised Statutes.
