Prohibits homeowners' associations in condominiums from banning the installation or use of awnings designed as energy-saving devices, though associations may establish reasonable rules governing aesthetics, dimensions, placement, and external appearance that do not prevent installation or impair functioning.

Expands existing solar energy device protections under Arizona law to also cover awnings and shade structures intended as energy-saving devices, with the same reasonable restriction standards applied to both.

Requires courts to award reasonable attorney fees and costs to any party who substantially prevails in legal action against an association's board of directors for violations of these awning and solar device provisions.

Applies restrictions to both condominium associations under Title 33, Chapter 9, Article 3 and planned community associations under the community documents framework.
