Allows charter school applicants to demonstrate they are operating as a separate charter holder by considering factors such as separate governing bodies, staff, facilities, different administrators, affiliation agreements for enrollment preferences, multiple charter holders on one or nearby sites, or reconstituting existing school populations or grade configurations.

Permits charter schools to give enrollment preference to pupils who previously attended another charter school if that prior charter school has identical charter holder, board, and governing board membership as the enrolling charter school.

Requires such schools electing to give enrollment preferences to prior charter school attendees to be treated as a single charter school for the purpose of establishing their support level weights for funding calculations.

Maintains existing charter school sponsorship requirements and approval processes through school district governing boards, the state board of education, or the state board for charter schools.

Preserves all other charter school regulations regarding admission preferences, operational requirements, financial compliance, and sponsor oversight authority.
