Establishes a tobacco revenue use spending and tracking commission by January 1, 2012, to be created by the president of the senate and speaker of the house of representatives.

Commission shall consist of 12 members total (six appointed by each legislative leader) with expertise in public health services, tobacco cessation programs, school-based tobacco education, marketing/public relations, and research evaluation of public health programs.

Commission members serve at the pleasure of their appointing officer and receive no compensation or reimbursement of expenses.

Commission shall advise and consult with the department of health services on goals, objectives, and activities of programs receiving monies under section 36-772 (tobacco tax revenues).

At its first annual meeting, the commission shall elect a chairperson and vice-chairperson from among its members and adopt bylaws governing commission business and conflicts of interest.
