Removes restrictions on dog racing that previously prohibited live daytime dog racing on the same day as live daytime horse or harness racing in counties where commercial horse or harness racing existed prior to February 1, 1971, and eliminates nighttime racing conflicts between dog and horse/harness racing.

Eliminates restrictions on wagering times for simulcast dog and horse/harness races that previously prohibited dog race wagering before 4:15 p.m. and horse/harness race wagering after 7:30 p.m. on conflicting racing days.

Removes a provision allowing dog racing permittees to reallocate up to two-thirds of racing dates allocated to one track to another track owned by the same or commonly controlled corporation.

Clarifies that dog racing permittees in counties with populations under one million five hundred thousand persons that conducted live dog racing in eight of ten years from 1980-1990 are not required to conduct live racing to maintain their permit status.
