Prohibits creating human-animal hybrids, transferring human embryos into nonhuman wombs, transferring nonhuman embryos into human wombs, and transporting or receiving human-animal hybrids.

Prohibits purchasing, selling, or advertising for purchase or sale of in vitro human embryos, with exception for lawful infertility treatment payments to physicians.

Violation of embryo creation or transfer restrictions is a class 1 misdemeanor; violation of destructive human embryonic stem cell research prohibition is a class 6 felony.

Allows research involving transgenic animal models containing human genes and xenotransplantation of human organs and tissues into non-embryonic animals.
