Modifies joint technical education district governance and operations, including changes to base support level calculations (section 15-943.02), revenue control limits (section 15-947.01), and capital outlay provisions (section 15-962.01).

Updates dual enrollment course definition to reference "joint technical education district" instead of "joint technological education district" for courses applicable to community college degree programs.

Establishes that joint technical education districts have primary responsibility for providing career and technical education preparation programs designed to prepare students for advanced career and technical education or workforce entry.
