Amends licensing and certification requirements for child care facilities and child care group homes to establish a framework for transitioning from three-year to annual fees based on departmental cost studies.

Authorizes the Department of Health Services to establish discount programs for licensing and certification fees, including public health discounts, and allows licensees to pay fees by installment.

Requires the department to conduct a comprehensive study of its administrative costs for regulating child care facilities by February 1, 2011, analyzing costs for licensure, inspections, complaints, enforcement, training, and technical assistance.

Mandates the department adopt streamlined regulations for child care facilities by October 1, 2010 and minimum standards rules for group homes by October 1, 2011, with authority to adjust fees based on study findings.

Provides transition relief so facilities and group homes that paid three-year fees after January 1, 2010 are not required to pay annual fees for three years following that payment.
