Amends Arizona Revised Statutes Section 45-173 to address use of natural waterways for carrying water of another or for underground storage facilities.

Allows use of natural watercourse channels if such use does not diminish the quantity of water naturally flowing in the channel that has been appropriated by others.

Adds requirement that use of the channel cannot interfere with lawful uses of the channel, including land uses that existed before issuance of an underground storage facility permit.

Maintains existing provision allowing the water superintendent of the district to make divisions of water when parties cannot agree on how to divide water turned into a natural channel.
