Amends Arizona Revised Statutes Section 9-101.01 to restructure how urbanized areas are defined around incorporated cities and towns based on population tiers rather than fixed distances.

Establishes tiered urbanized area boundaries: 1 mile for cities with 500,000+ residents, 2 miles for 400,000-499,999 residents, 3 miles for 300,000-399,999 residents, 4 miles for 200,000-299,999 residents, 5 miles for 100,000-199,999 residents, and 6 miles for cities with less than 100,000 residents.

Prohibits incorporation of new cities or towns within urbanized areas unless the existing city or town approves the incorporation by resolution, or the board of supervisors receives an affidavit that an annexation petition was not approved within 120 days.

Exempts cities and towns incorporated before June 20, 1968 from being declared urbanized areas, and allows territories of unlawfully incorporated municipalities to be reincorporated without urbanized area restrictions if petitions are filed within one year of the court judgment.
