State board of education must issue a request for proposals to educational technology providers and select one provider to deliver research-based educational technology for English language learner pupils.

Selected provider's technology must include oral academic vocabulary development, phonemic awareness instruction, phonics and reading instruction with multilingual word translations, listening and speaking assessment, and teacher-friendly implementation options.

Provider software must include strategic first language support in at least ten languages, immediate feedback with multilingual explanations, individualized instruction with remediation, and real-time reporting for teachers and parents in at least ten languages.

Auditor general must conduct annual financial audits of the program, and state board of education must submit annual reports to the governor and legislature on participating districts, enrolled pupils, and program effectiveness.

Appropriates $12,000,000 from the state general fund in fiscal year 2010-2011 to the state board of education for payments to the selected educational technology provider.
