Creates a new section 36-570 establishing liability limitations for service providers, protecting them from liability for harm caused by one client to another unless the service provider had prior knowledge of threats and failed to take reasonable precautions.

Limits service provider liability for client-caused harm to cases of gross negligence only, and prohibits punitive damages liability for acts committed by the service provider's clients.

Amends the definition of "neglect" under section 46-451 to specify that a single negligent act does not constitute neglect unless caused by recklessness, deliberate indifference, or gross negligence.

Maintains existing definitions of abuse, exploitation, and other vulnerable adult protections while clarifying that neglect requires a pattern of conduct without informed consent.
