Prohibits the sale or distribution of cigarettes in packages containing fewer than 20 cigarettes, except at age-restricted facilities (21+) licensed under specific provisions.

Prohibits the sale or distribution of roll-your-own tobacco in packages containing less than 0.60 ounces.

Prohibits the sale or distribution of cigars in packages containing fewer than 5 cigars, with an exception for cigars with a wholesale price exceeding $2.

Permits manufacture of these tobacco products in any package size for out-of-state sale or distribution.

Violations of these provisions constitute a class 3 misdemeanor.
