Replaces "average daily attendance" (ADA) with "average daily membership" (ADM) as the primary unit of measurement for student count in school finance calculations throughout Arizona Revised Statutes.

Establishes procedures for calculating group A and group B ADM, requiring the department of education to compute and aggregate these by April 15 each year, with final counts provided to districts by April 22 for budget planning purposes.

Removes section 15-902 and amends multiple school finance sections to eliminate references to ADA and adjusted ADM, consolidating the student counting methodology under the ADM definition in section 15-901.

Updates references in charter school financing (section 15-185), online instruction (section 15-808), joint technological education districts (section 15-393), and bond authorization limits (section 15-1021) to use ADM instead of prior student count measures.

Allows schools to continue using student count adjustments for growth pursuant to section 15-948 despite the shift to the April 15 ADM computation deadline.
