Modifies section 15-902 to adjust terminology from "which" to "that" in referring to school districts and clarifies procedures for determining average daily membership and attendance.

Amends section 15-973 to remove language allowing school districts to request additional state funding after the first forty days in session, limiting such requests to anticipated growth through the first one hundred or two hundred days.

Updates section 15-1042 to specify that student level data shall only be used to adjust funding and calculate average daily membership on the one-hundredth and two-hundredth days of the school year, eliminating the fortieth day as a funding calculation point.
