Amends Arizona Revised Statutes section 35-341 to revise the definition of "agency" used in payment of state agency accounts.

Changes the language from "established" to "authorized" when referring to state agencies, school districts, or offices created under title 11 or by a county board of supervisors.

Maintains existing definitions of "goods" as personal property purchased or procured by an agency, including real property leases and space arrangements.

Maintains existing definition of "services" as all services purchased or contracted by an agency, including construction services.
