Changes hyphenated term "set-off" to single word "setoff" in all instances for consistency with modern statutory terminology.

Changes pronoun reference from "which" to "that" when describing vouchers the defendant could not produce to the department of administration.

Allows debts as setoffs against the state only when the director of the department of administration has allowed them, or when the defendant can prove inability to present vouchers due to absence, sickness, or unavoidable accident.
