Amends Arizona Revised Statutes Section 35-152 regarding payment of fees and expenses for federal special masters appointed by federal courts.

Prohibits state officers, employees, or agents from opening accounts or paying fees and expenses for federally-appointed special masters unless the state legislature appropriates funds for this purpose.

Provides protection from personal liability for state officers, employees, or agents who comply with the prohibition on paying special master fees without legislative appropriation.

Applies to all bills for special master fees and expenses submitted after July 13, 1995.
